• There will be a public hearing before the Technical Secretary of the Tennessee Air Pollution Control Board to consider the pre-hearing draft Regional Haze State Implementation Plan (SIP) Revision for the Second Planning Period (2019-2028) under the authority of Tennessee Code Annotated, Section 68-201-105.  The public hearing will take place on October 15, 2024, at 1:00 PM Central, in the Large Conference Room of the Nashville Environmental Field Office, 711 R.S. Gass Blvd., Nashville, Tennessee 37216.

• There will be a public hearing before the Technical Secretary of the Board regarding a proposed rulemaking. The hearing will be conducted in the manner prescribed by the Uniform Administrative Procedures Act, Tennessee Code Annotated sections 4-5-201 to -231 and will take place on October 30, 2024 at 1:00 PM Central, in Conference Room B of the Davy Crockett Tower, 7^th Floor, 500 James Robertson Parkway, Nashville, Tennessee 37243.  This rulemaking would revise Tennessee’s ambient air quality standards to match the current federal National Ambient Air Quality Standards (NAAQS) established in 40 C.F.R. part 50. Chapter 1200-03-03 will be transferred to Chapter 0400-30-03 and then repealed after being transferred. The Division is also proposing to add two definitions in Chapter 1200-03-02.

• The public hearing has been called to consider the pre-hearing draft of the Bristol Area Second 10-Year Lead (Pb) Maintenance Plan.  This pre-hearing draft of the Maintenance Plan was prepared in accordance with Section 175A of the Clean Air Act and the U.S. Environmental Protection Agency's (EPA) guidance documents. The Maintenance Plan includes an attainment emissions inventory, maintenance demonstration, monitoring data, verification of continued attainment, and a contingency plan.  The First 10-year Lead (Pb) Maintenance Plan for the Bristol Area was approved by EPA on July 7, 2016.  The Bristol Area Second Lead (Pb) Maintenance Plan, if approved, will last from 2025 to 2035. • There will be a public hearing before the Technical Secretary of the Board regarding the proposed repeals. The hearing will be conducted in the manner prescribed by the Uniform Administrative Procedures Act, Tennessee Code Annotated sections 4-5-201 to -231 and will take place in Conference Room B of the Davy Crockett Tower, Floor 7, 500 James Robertson Parkway, Nashville, Tennessee 37243.
  
  The proposed amendments to Chapter 0400-30-39 will incorporate by reference all New Source Performance Standards (NSPS) from 40 C.F.R. Part 60, except the emission guidelines. Currently, the requirements of a NSPS must be placed in a permit before the State of Tennessee can enforce them. The Board proposes to repeal all of Chapter 1200-03-16 and one rule in Chapter 1200-03-06, which currently reproduce some, but not all, of the NSPS regulations. The proposed rule will incorporate by reference the federal NSPS regulations and allow the Technical Secretary of the Board to enforce these federal regulations directly. In addition, current references in other rules to Chapter 1200-03-16 will be revised to reference to Chapter 0400-30-39.
