For Tennessee Licensed Manufacturers/Wholesalers, and Distributors


Pursuant to Tenn. Code Ann. § 53-10-312, which was signed into law on May 16, 2013, and updated  on July 1, 2016,  all Tennessee-licensed manufacturers, wholesalers and distributors of controlled substances must regularly submit a report in Automation of Reports and Consolidated Order System (ARCOS) format to the Board of Pharmacy of all wholesale sales of CII-CV controlled substance distributions to DEA Registrants with a Tennessee licensee. To register for an account to send information in ARCOS format to the Board of Pharmacy; please fill out the account registration form and return via email to  Useful guidance for completing the registration form is available here.  Once an account has been created, further instructions will be sent via email to the responsible resource identified on the account registration form.

If you are a Tennessee-licensed manufacturer, wholesaler, or distributor and you do not ship controlled substances to a DEA Registrant with a Tennessee licensee, please fill out the attached form and submit via email to

Data Format

Please see these instructions for information about file format and submission requirements.  Account registrants will receive a secure email which should be replied to that will ensure secure transmission.  Please use this secure email functionality only and not an alternative that is unique to your organization.  On a monthly basis, please change the subject line of the initial secure email to reflect the current month report, and change the file name according to the attached directions.  The email subject line should still include [secure email] even after changing the subject line.  Please note that all files should be in .txt format until further notice, and named with the DEA number plus the date (example:  AB1234567.06182019).
