Steven M. Borden, P.E. is the Director/Assistant Chief Engineer of TDOT in Region 1, which is located in Knoxville. It is his responsibility to direct department operations throughout the East Tennessee’s 24-county region. Major areas of operational responsibilities are highway maintenance and repair, construction engineering, safety, traffic and highway marking, bridge repair and inspection, state aid program and administration, materials and tests,  environmental planning, and office administration, including personnel matters. He is also responsible
for project development management ensuring timely and fiscal delivery of transportation projects. Other major responsibilities include the Intelligent Transportation Systems and Incident Response.

Regional Operations is responsible for directing the administrative, engineering, and technical activities for multiple offices within East Tennessee’s 24 counties of Region 1, including Construction and Maintenance offices across three districts, Bridge Inspection and Repair, Materials and Tests, Intelligent Transportation Systems, Traffic Engineering, and Incident Response.

Other key responsibilities focus on the management of infrastructure assets to provide a safe, reliable and efficient roadway network as well as timely delivery of construction projects providing increased mobility and capacity options for multimodal users. Regional Operations works hand in hand with communities, state, and local partners to provide strong strategic relationships and coordinated service to our customers.

Project Management is responsible for the management of statewide programs and projects from the conceptual stage through
development to delivery within the 24 counties of Region 1. 

Project Managers are the single point of accountability in the delivery of projects with the department’s work program.  As the single
point of accountability, Project Managers lead the project team in establishing the project scope, project schedule, identifying and mitigating potential risks, and setting the project budget.

Regional Preconstruction directs the engineering and technical activities for design, right-of-way acquisition, utility relocation
and survey for projects within the 24 counties of Region 1. 

Other key responsibilities include the management of project processes and status to ensure timely and fiscally responsible delivery of state highway transportation projects that adhere to state and federal rules and regulations.  Preconstruction works closely with Project Management and collaborates with other functional areas within TDOT and local and state partners to ensure effective advancement of project deliverables.

Daniel Oliver is the Director/Assistant Chief Engineer in Region two located in Chattanooga. His responsibilities include directing department operations throughout the 24-county region. Major areas of operational responsibilities are highway maintenance and repair, construction engineering, right-of-way, traffic and highway marking, bridge repair and inspection, state aid program and administration, materials and tests, design, highway beautification, environmental planning, and office administration, including personnel matters. Daniel is a licensed Professional Engineer and a Registered Land Surveyor with a Master of Science in Civil Engineering from The University of Tennessee. Danny began his career with TDOT in 2001 as a GTA in Knox County Construction, and later progressed in several areas including survey and project development. He served as the Project Development Director in Region 1 from 2013 to 2018. Daniel’s career spans over 20 years in survey and transportation engineering.
