Quarterly Meeting of the Board of Boiler Rules for March 11, 2026

The Quarterly Meeting of the Board of Boiler Rules was held on March 11, 2026, and chaired by Dave Baughman.

Meeting Proceedings

The meeting was called to order at 9:01 AM, and introductions were made. The agenda was adopted.

Approval of Minutes

The September 10, 2025, meeting minutes and transcript were approved.

Reports

Chief Jimmy Watson presented inspection and violation reports, while Assistant Chief Alex Cass provided a variance report.

Variance Requests:

  • Wacker Chemical Company: Request to extend the inspection interval from 2 years to an allowable frequency was deferred until a full manual with two sets of data is available for board review.
  • Jack Daniel’s Distillery: Request for an Attendant Variance Approval for remote-control boiler systems was approved.
  • Eastman Chemical Company: Request to install a stop valve within the relief path of the pressure relief valve was approved.
  • Tennova Healthcare – North Knoxville Medical Center: Request for an Attendant Variance Approval for remote-control boiler systems was approved.
  • Ballad Health – Franklin Woods Community Hospital: The request for an Attendant Variance Approval for remote-control boiler systems was conditionally approved, pending additional updates to the manual.
  • Carlex Glass American LLC: The request to relocate the remote station and reassign responsibility for Remote Attendant personnel was conditionally approved, pending additional updates to the manual.

TN Special:

  • Carlex Glass American LLC: Request to operate a pressure vessel manufactured by Olmar Grupoolmar was approved.

Board Cases & Interpretations

  • BC 25-01 was tabled.
