The Tennessee Department of Labor and Workforce Development’s (TDLWD) Workforce Services Division is supporting local efforts to increase youth employment through the Summer Youth Employment and Work Experience Program. The benefit of the SYEP is to offer a paid employment opportunity to youth paired with valuable first-hand work experience and educational learning. This program offers eight weeks of paid wages per participant, year-round.
Local community organizations and agencies will partner with TDLWD to administer the statewide youth employment initiative. The Department has announced a grant opportunity for organizations and agencies interested in increasing youth employment and bolstering the workforce for employers in the areas they serve in Tennessee.

Timeline
- Request for Application Release: July 14, 2023
- Q&A Session Friday July 28, 2023 (email tn.youth@tn.gov by 4:30 p.m. Central Time on July 26 for invite)
- Application deadline: August 4, 2023
- Internal review of applications: August 7-11, 2023
- Notification of Awards: August 14, 2023
- Period of Performance Sept 1, 2023 – August 31, 2024
- Grant ends: August 31, 2024
The closing date for receipt of applications under this Announcement is 08/04/2023. We must receive applications no later than 4:30 pm Central Time. Submit all applications in response to this solicitation via email at TN.Youth@tn.gov.
Applicants are encouraged to submit their application before the closing date to minimize the risk of late receipt. We will not review applications received after 4:30 p.m. Central Time on the closing date. We will not accept applications sent by hard-copy, e-mail, telegram, or facsimile (FAX).

FAQ for Summer Youth and Work Experience
Q: Can an agency send in more than one application asking multiple grant applications?
A: The State will be only accepting one application per agency.
Q: Is there any funds for staffing?
A: There is no line-item budget for staffing. If you were to hire staff for this program it would need to come out of the 10% admin.
Q: Will rural counties and distressed counties be able to apply for this funding?
A: Yes. The State is giving extra points in the application scoring for rural and distressed counties.
Q: What will reporting look like?
A: The State will ask for weekly numbers as well as expenditures. The State will also have a training on how to input Youth in the State system.
Q: Can a Youth be a 1099 employee?
A: No. The State does not want to make the youth responsible for paying taxes after the work experience.

About Summer Youth Work Experience
With the arrival of summer, communities are looking for ways to engage youth in career education and work activities. Summer youth employment and career explorations programs are a popular strategy in many communities to ensure that youth gain valuable workforce experience and have a safe, productive way to spend their summer months. It is also a way to expand opportunities to teens and young adults who otherwise might struggle to find jobs during the summer months. Governor Bill Lee and the Tennessee Department of Labor and Workforce Development Division of Workforce Services are supporting local efforts that focuses on learn and earn opportunities, life skills, and work skills for youth that aim to increase youth employment and educational attainment.
